‘Declaration of Cooperation’ and said this had changed

the atmosphere of the oil market and “restored confi-

dence, not only within OPEC, but also in enabling us to

reach out to non-OPEC friends.”

He stressed that the level of conformity to the pro-

duction adjustments of those participating countries in

the ‘Declaration of Cooperation’ has been “most com-
