On the occasion of the Third OPEC Summit of Heads of State and Government, entitled "Providing Petroleum, Promoting Prosperity, Protecting the Planet" which took place in Riyadh, Saudi Arabia on 17-18 November 2007, the Head of Energy Studies Department at the OPEC Secretariat, Mr. Mohamed Hamel, delivered a background paper to Session I of the Pre-Summit Ministerial Symposium on Thursday, 15 November 2007.
