2007 was yet another challenging year for OPEC, and indeed the oil industry, as non-fundamental drivers including speculation, geopolitics as well as downstream bottlenecks, continued to impact on the oil market. The OPEC Conference met three times during the year to review the market situation and take necessary decisions to stabilize it. Also held were the OPEC-EU and OPEC-China dialogues. Highlights of the year included the assumption of office of a substantive Secretary General, the assumption of membership by Angola and the return of Ecuador. The year closed with Riyadh hosting the Third OPEC Summit of Heads of State.
